American diplomacy is in decline. The resources available to the State Department have drifted toward the military. Foreign Service applications are down. After the Trump administration, it will take many years to rebuild the State Department and America’s diplomatic credibility in the world. William Burns, president of the Carnegie Endowment for International Peace, fields a question about the need to rebuild diplomatic resources.
